The coin is not a proof, looks like as if it was taken away from a coin set. That means it has a better detail.

That would be your first indicator it isn't a proof - 1990 proof cents have shiny mirrored fields. (as all modern proofs do)

It is not a Proof coin. It's a normal Philadelphia business strike. Sorry, but it's not what you think it is.

You thinking the no S dime perchance? That was a mistake found in proof sets, not mint sets.

I don't know if this coin was pulled from a set or a set. I had to take the picture from an angle because there was so much glare to show the almost mirror/frost look picture of it

Proof is a type of coin, not a grade. They are made with different dies.

You may have already known this, but many new collectors aren't aware of that fact and will think a mint state coin must be a proof.

It is definitely not a proof, sorry. I can see the Die Deterioration on the obverse and that is normal for these business strikes.
