I need to get a scale so I can measure the weight. As far as the edge goes it seems normal.. not exactly sure what to be looking for. here is another picture comparing it to another normal one.

OK so @john1, just to be clear, do you agree that the reason for the increased distance between the obv inscription (LIBERTY) and the rim is due to MAD? It seems like you are saying that there is also a potential manufacturing reason for some of the details not being fully struck up, but the OP is mainly focused on the coin being "struck off center". I just want to make sure that we are actually answering his question.

Until weight is confirmed, I hold my official verdict. Sure seems misaligned and that can be a simple and true explanation. The weakness showing opposite each other on both obverse and reverse made me think twice for something more. Like I said if we eliminate weight as a potential contributing factor then Struck Through Grease or could there still maybe more to the story? Been contemplating a potential tilted die as well. I am saying it is probably a MAD and something else. Coop or Mike would know for sure what is going on with it. Weight might help, and I was wondering if an edge shot in the area in question would be helpful? John1

Is this a die issue (crack or break) 0 the result of impact.

Didn't think about this earlier. The edge is the outside of coins perimeter. The reeds come from the collar. Does it show normal all the way around?

As far as scales go,what price point are you in? A 0.01 scale will be the cheapest,0.001 will be better but cost more. If you plan on staying in the hobby,go for the 0.001 model. John1

All I see is a minor horizontal misalignment of the obverse (hammer) die. Weakness here and there in the peripheral design could be due to "grease" or a slightly weak strike. Again, it's too trivial to carry much interest.
Error coin writer and researcher.
