It's a strong 64+ or an average 65.

ICG grade: MS-65, maybe 66

I personally like the ICG holders themselves, but as stated, ICG grading is very inconsistent. I like it, and if it matches your set and budget, it should holder at PCGS, but again as above likely lower than ICG grade. MS64 shot at 65. Crack it out before sending it if you decide to purchase.

Hard to tell if that scrape on the eagle breast might look worse with different lighting, but otherwise it looks like a solid 65.

Thank you all for your input. I placed this around MS64+ though here is what ICG has graded this coin. Is ICG as bad as the fly by night basement slabbers? Do ICG ever get their coins in line with NGC and PCGS?

Another reason why ICG doesn't have the reputation of PCGS and NGC. This is waaaaay over graded. ICG's grading is not consistent. Sometimes it's accurate, and other times it's like this here. Not as bad as basement slabbers though. Here's the list from best to worst TPG in my opinion:
PCGS/NGC
ANACS
ICG
PCI/SEGS
Basement slab
