I'm in the AU (probably -53) camp.
As for being designated DETAILS (or not) for me that requires an "in hand" evaluation.

Agreed that PCGS had it right.
Looks like NGC must want the error fee to get a straight grade

I kinda agree with NGC now that the verdict is in. I think some damage notation was in order.

Yep. And the infuriating part is how much you had to spend just to get back to ground level.
