Almost looks like a counterstamp but I can't make out an image. Regardless, I'd say post strike damage.

Weight? Looks like some kind of PMD. Maybe thick acid of some kind? Need much better pics and the weight would help also. John1

@CMR, your second set of pics is very good, but a close up of one of the affected areas would be useful as noted above. Fundamentally, one thing that we are trying to understand is whether the coin has some weird surface staining, or as it kinda looks like, the field of the coin is no longer flat. Those kinda look like contour lines on a topographic map, which is very odd.

Maybe an epoxy or a resin or glue on the coin?

 To CCF! Definitely Post Strike Damage ( PSD). Probably some type of residue, maybe glue?

It's amazing what people can do with these coins after leaving the mint building. This coin looks like hard super glue drawing but I can see the impression on the back...I guess post stamp impression on the coin after leaving the mint.

  Ok the surface of the coin is not raised. All the irregular areas are like pressed into the coin. All t he high points of the coin are from the original struck coin. The unusual are deeper into the coin. If there are any expert coin collectors in Barstow, CA they can help use the right descriptive lingo. So I dont sound so unknowledgable. But thanks all who take the time to help
