The face and neck are pristine, and it has a decent strike and luster. I'd say a solid 65, unless the bright spots in the photos are hiding something.

I'd want to see photos with more natural lighting. The overexposure may be hiding some things. The reverse has lots of little dings as westcoin noted, but the cheek and fields look okay. As long as the lighting isn't hiding defects, I'd say MS63-MS64. The jump from 64 to 65 is big, and the jump from 65 to 66 is much bigger. If this coin is in a 61 or 62 holder for some reason (and a reputable TPG, not a basement slabber) you have some upside if you can upgrade it to a 64 or 65. If it's already in a 65, leave it, cause it won't make 66 IMO with that reverse.

I think it's a 64.
The grading service that slabbed it gave it the assigned grade because that's what their opinion happened to be on the day it was graded.
Could it go higher? Only one way to find out!

 Its in an ICG holder graded ms64. I was afraid of the light hiding stuff too. It cought my eye tho and I thought gee this is a real nice coin! If I get it I wonder if I could squeeze out a 65 from PCGS? I'll take better photos if I win it

When examining for contact marks have a very close look at the rays.

64 seems a bit rough on it. MS-65 in my book.

Once it comes out of the slab it's gonna need some work on the reverse to get it up to "65".
The left side of the word "Peace" has some dark crud that needs to be worked on. The tips of the Eagle's tail also has some crud or carbon spotting on it, too. Lastly, the olive branch and the rays below it, seem to have crud buildup surrounding them.
If that stuff can be removed, without affecting the luster, you might have yourself a "65". Good luck!

I actually won the bidding! Hopefully it's as nice in hand as it seems to be in the pics. I definately overpaid if it's a true 64 but whatever I like it either way! I'll post better pics when I get it!
