 Looks like a 1909-S VDB muled with the memorial reverse. Not too shabby!  Really, though, that's a great circulation find!

Well I checked and could find a match for the 'E' on One. Seemed like that would be different, but between the normal reverses and the die polished examples, I could match it up. (I tried for about an hour) Still learned about the 1968-D DDR. The PCGS site had three examples. On was nicer die state, one was wrecked with die scratches from a terrible polishing. (Sad part is that the coin condition was the nicest, but the worst example. On had Machine Doubling on the opposite side of the doubling.

Around 1982 or 3 is the correct period for this coin. Amazing for a change find.  Around the years when this coin was struck, there were lots of similar errors, and most of them were returned to the melting pot. But not all of them!
Quite a lot of them found their way out of the Mint, but not necessarily issued into circulation. A coin dealer friend of mine returned from from a buying trip to the 'States at that time with a few hundred errors of the type typical of the coin shown. He on sold them through his LCS for $50 each.

Nice find!
Obverse lettering style is 1960-1968, reverse wouldn't narrow it down any further. Although it's likely earlier in that range as the letters seem fairly crisp, so the master hub hadn't been worn out yet.
