that the toning at least could be? artificial.
For this reason, I personally do not ascribe any extra value to rainbow toning.

I really prefer ASE's to appear blast white, because that is how they were
immediately after leaving the coining press.

Toning no matter how attractive it may be, (be it artificial or natural) is in actual fact, just a very mild form of surface corrosion.
Some like rainbow toning (myself included), but I am not prepared to pay any more for it, although such coins may be easier to sell.

Rainbow toning due to it's delicate state, is unstable, and such coins need to be stored in an an airtight container to stop progression to a less attractive appearance. Slabbing may be OK, but a positive screw seal capsule is the best.

I have never seen a proof American Eagle with toning like that one. For that reason I say AT and believe PCGS will say the same.

All I know is the progression of color looks totally correct compared to others I've seen. The toning looks really "smooth" compared to an MS coins toning. I know there's a difference in how proofs tone but not many examples to compare it to. Also I forgot to mention it's slabbed by PCI

@Reclypso google PCI toned Silver Eagle. The old PCI holders were extremely good at toning coins, whatever they were made of was extremely reactive. Also, proof ASEs did tone, a simple google search shows many such examples

When some one sends a coin to one of the trusted TPG's,do you have to outright ask them if it is NT or AT? Will they add that to the label?

Not sure if they would specify NT, but I've seen many a slab with "questionable color" and I personally think this ASE would receive that designation, deserved or not.

What Grape said - PCI holders are known to create toned coins. Either the insert was not inert or the weld allowed air/ moisture to infiltrate.

If it toned because it reacted to chemicals in the PCI holder, to me it's just semantics whether you call it artificial or natural toning. Either way, it doesn't have nearly the eye appeal of your PCGS graded one.

actually it looks like the edge of a PCI holder in the picture. if it is I'm certain it's legit toning from the PCI holder. A whole lot of them did it. If you sent it in, in the PCI holder, I don't think any of them would hit it with QT, those holders were known to produce vivid toning.

the progression looks right to me also, strong colors, but the right color progressions.

It looks like natural toning to me. I guess if you like this kind of toning then look for proof eagles in PCI holders. If you don't like the toning then look for something else. I also wonder if say putting them in a Whitman album would make them tone in a similar way over 15 years or so. I have other silver coins that were put in Whitman albums many years ago and they are toned now. But they are not proof and none look anyway near this much toning.

To me it looks like an artificial chemical alteration.

Good read, below link.
