The numbers themselves might be small but with a suffix of N is it really a "low serial number"?

Many (not all) collectors do not consider the block letters a part of a "fancy" serial number's appeal.

I think this was a reference to the fact that, in truth, this note was printed far into the production run based on the block letters.

Most people don't really take into account the block numbers with regards to low serial numbers. I'm in that camp. For instance, consider these notes, they have low serial numbers but high "series" numbers so they were not early prints for 1862, but early for the given series. I would consider them low serial numbers. I think, but am not sure, series numbers back then were the rough equivalent of block numbers today.
