Very blurry pictures, but from what I see it does look like post mint damage. Definitely need to see better pictures.

 to the CCF!  I don't think this is anything other than damage. It looks like the coin has been filed down intentionally or it could possibly be a Dryer Coin, but it's hard to tell from these images. If you send images to Heritage first, it may save you the shipping cost. They'll let you know if the coin is worth a premium and send you packaging and shipping instructions. You must follow the instruction or they will refuse the package. If you do send the coin to Heritage, they will send it to PCGS or NGC for grading. As coop noted, they are not a Third-Party Grading company.

Being a special coin that somehow made it through security at the Mint, and has already made it from Pennsylvania to West Virginia, it's possible the FBI might be looking for it. Hopefully no fingerprints are on the coin.
