I'll say VF-30, possibly 35. Hair detail and feathers particularly weak. Very average example of a common coin.

This came in largely as expected.

Scratches were visible in the original pictures. They don't look prominent when not blown up 10x. Love the coin. This one's a keeper.

The arrows-and-rays is a fun design. No opinion on the grade. Would acetone remove the white gunk in the recessed areas of the reverse? (The eagle looks like it is foaming at the mouth. I'm pretty sure birds can't get rabies, though!)

I'm a big fan of the arrows and rays. The rays give it that diamond cut look. That said your coin has weak rays on the right top. other than that the reverse looks xf. The obverse has the noted scratches and the liberty doesn't look quite bold enough for xf. I see this as a split grade . VF details on the obverse and XF reverse with a net grade of VF-30 details. Just my opinion.

An odd keeper for someone who could buy this in 65 for a snap. A common coin that will never straight grade.
