Looks like an impaired proof to me.Proofs are expected to have full steps but this one does not look FS to me.

With all the above, I think were looking at an impaired proof. Don't believe its a clean full steps coin.

I don't think it's a proof. Not struck fully on building, and the wire rim. And not FS.

No, is not false alarm is learning or achieve more experience. Keep in mind was 5 or 6 stairs according with the minting year. Here the first one is out. If you have one coin which has normal Mint nocks is ok.

@Coin also on grading, the normal mint production marks are not considered as damages.

I believe this coin to be a circulated (impaired) proof.
