Yea could be! what about the edges and sides tho? Wouldnt that be somewhat like the O & R atleast a little! Ill take any possible answers because specially people that know more than me! I'm pretty new to this

Paint or some kind of coating for sure. Where it is coming off looks like a normal cent.

&& yall got me thinking now, I'm goint to have to do some testing! Well watever it is they made sure to get just the o & r without making any streaks or markings on the rim or sides! Time to take out my high school mircroscope and do some experiments lol

It doesn't really matter what it is or how it was done, the fact that it could not have
happened during the striking of the coin means it is damage.

Possibly paint that has peeled off the surface of the coin. It was altered post strike. Not a plus for a coin.
