MS65RD would be my guess. 66 is possible but it doesn't look quite that good in these images. 1946 Lincoln cents were struck in shell-case brass and this one really shows it off well.

I say MS65RD. The coin is worth less than the cost to grade it.

the shoulder chatter is die related and typical. I think TPG's ignore most of that. I'm going with MS64RD |

MS66RD is probably what PCGS called it, I think it's should be MS65RD due to the hit on the forehead of Lincoln.
