I owned 2 sets that had wrong effigies in the same set. Yes it does happen on transition years. A 2009 in a 2023 set does sound extreme but we have to allow mint employee factor. One set had a 2002 Toonie in a 2003 set. We need pics.

If this was a solo set to be found I estimate in a good coin auction any where from $100 - $500

Great find, congrats.

I bet, it isn't a human mistake, cause there is nowhere from 2009 dime can accidently end in Mint's packing machine / conveyor. It should be extremely slim chance for old coin to fall out of the employee's pocket accurately to be sealed with new production.

My guess - someone did it purposely, and missed the "error set" , one only or one of several.

I initially ordered 2 sets and then forgot I ordered them and then mistakenly ordered 2 more and they've all arrived.
I think I'll just hold on to them and pass them on to the grand kids some day. I figure there's probably not as many 2023 Charles 111 coins around so it might not hurt having a few extra sets.

These RCM sets are put together by a third party company in the Montreal area and to their credit hire challenged workers, that is probably why you see an occasionally mistake like two nickels or in this case something cooler
