Do we know if this coin was actually struck in 1796? Just curious if this was a restrict like some of the 1804 dollars.

I haven't seen any reference indicating that this is a restrike. It was struck at the Philadelphia Mint and it seems to have lots of lintmarks because presentation pieces were rubbed using cloths to polish planchets and dies.

It looks like this type (issued also in 1797, with a four-digit mintage) might well have been the only US silver coinage type with a face value given on the coin as a fraction. (All the others had either words, a value in cents, a value in an integer amount of dollars, or nothing at all.)
I saw a high-grade example in a video a few months ago and that 1/2 really grabbed my attention because I thought only the cents did that fraction thing. Apparently it's only the cents and this one very scarce type.
