I want to thank everyone for their comments and insight. I now agree that PCI (a defunct grading co) did a poor job in both grading and labeling their slabbed coins, especially in the years close to their going out of business. My coin has no W, so it is more likely a mislabeled Proof Coin. If sent to PGCS it would likely come back at a lower mint state. In regards to the rainbow like toning, I now truly believe it is unique and natural. After a search of "PCI Toned Coins", I learned that the acrylic casing used by PCI was such that it encouraged slow toning from the outer rim in, with the center remaining silver. This type of toning pattern has been labeled "PCI Rainbow Toning". There are currently 50 such coins for sale on ebay under the search topic of "PCI toned silver coins", which look very similar to mine. Will I buy another... most likely not. But I will enjoying this one in my collection for I think it is beautiful.

"As long as you are happy" simply means that most of us don't agree with you but don't want to hurt your feelings. All the mods scurry around trying not to offend anyone, but that's really the message.

To elaborate on Coinfrog's comment above, I call it like I see it. If you are happy with the coin that is fantastic.
The toning however is not natural and looks like the artificial toning that exists in many of the later PCI (brown) cases like yours. The green PCI holders caused the acceptable toning that you are referring to due to sulphur in materials holding the coin. Your coin will not straight grade at PCGS.
