Looks like the coin was in a rusty tool box. Soak it in acetone it will probably come clean.

Sorry everyone I had to go get more candy for the halloweeners. Anyhow, yes I am talking about the orange/red around all the different areas on the obverse. A friend of mine says he thinks it;s called Improper Annealing ? It happens apparently sometimes during the cooling process. Says the outer metal is not adhearing properly

That's why I bought a couple slabbed examples (cheap) to compare to my raw coins. I'd say 2x2 it until you can see another example in the future Edited: as far as value goes I paid 2$ + BP = 31$ graded MS-66

Put it in acetone for a few hours and see what happens.

Exactly, give it an acetone soak, it's most likely a staining of some kind.

It's looking to me like it could be part of the copper core showing through.
How about an image of the edge near "EST" of WEST VIRGINIA to see what the layers and reeding look like.
