Just saw this in ebay and wonder what these fine scratch like marks are ? Are they bag marks or harsh clean marks ?

I would say yes to both being cleaned, the first looks like they used a steel wool pad!. What a shame it was a really nice coin.

The scratches are close to parallel which is a very good indication that a coin has been cleaned.
