A 15 cent coin was proposed in 1918 but never introduced. You got me stumped on this one.

Are/Where they legal tender?

Are they coins from the US government? or just coins in use in what is currently the US? Don't give any more info than that, please. I really do want to figure this out for myself. :)

Ok I found a really really flat 15 cent piece and a 2 cent piece. 17 Cents!

A Shilling equals two sixpences. Which is what you have.
