Only the files would be affected. Still Machine Doubling to me. Flat, shelf like. Or damage. Either way it is a damaged coin. What ever did this might have a job as a plastic surgeon. Look at how straight the bridge of it is compared to a regular buffalo. Just scrolling up and down and looking at the two you can see that what looks like damage or an the supposed error could really just be the outside line of what his nose is supposed to be like.
