The same sort of circle damage appears at the top of the "C" in Cent, so I am thinking since this coin is heavily circulated, it is probably post mint damage ( PMD).
If there is any sort of damage in the area of an area in question, its tough to make a call whether the damage inflicted had anything to do with the removal of the part of the letter or not. I'd have to say in this example. =
