1998 Kennedy Proof - Is This A DDO Or A Snakeskin Covering?

I posted this coin before, BUT it was in a proof set holder.
I broke it out about 2 months ago and it ALMOST made the cut to be sent into a TPG to be graded and attributed, but it was the 21st coin, and I only sent in 20.

Here are some better pics of what is going on with this coin. I'd like to hear your opinions about IGWT, the Date and the Mint Mark.

The Mint Mark is truly bizzare.

One of the "9's" in the date is super think - almost 2x as big as the other "9".

The "1" in the date has two bases. The "8" has extra metal at the bottom.

Here ya go. I hope these are clear enough. I tried to size them up as close as I could, so it would make the pics easier to digest.

Either the Die is totally jacked up, the 2nd strike on this proof coin went amuck, or some one scribbled on my coin.

The "1" is super weird, it looks like a piece of bread opened up by a subway sandwich maker. The base of the "1" shows two layers 3/4 though the "1".

This is one coin that's just wicked looking. I will probably send the coin in to get graded, conserved and slabbed.

The snakeskin you are referring to is how they frost the proof coins. Now days they use a laser to etch the devices.

It is Machine Doubling like Gary K mentioned. The devices are normal sized.
