I would like to know your opinions on this coin here.Looks like some Double is going on with the Year( both 9 and the 3) as well. I would like to know what could have caused this to happen.

Looks like someone took a blowtorch to it. Definitely melted the metal somehow, but it happened after the coin was minted, not an error.
