I understand that the weakness in the "N' of 'ONE' is common.
Could a specialist in Indian Head cents explain the reason for this?

Here's an excerpt from my guide...

All 1877 Indian cents struck for circulation are found with the Shallow N die. These are believed to have been leftover dies made prior to the change to the Bold N design in 1870. A few Shallow N coins were struck in 1870 - 1872 but none after that date except for 1877. It would be expected that if new dies were made for the 1877 issue it would have been a Bold N die.
Perhaps some of the reported mintage are 1876 dated coins. This is unusual for this era, but not out of the question. If a large quantity of newly struck 1877 Indian cents, perhaps with Bold N reverses were struck, and subsequently destroyed, we would certainly have some record of it.
This is the biggest mystery of the Indian cent series.
