It's a 1 franc piece from Belgium. It's made of a copper/nickel alloy. I've done a bit of research on it and the woman on the front doesn't seem to be any kind of historical figure that I could find. Just a "Laureated head left, cornucopiae behind" the reverse is a "Crowned sprig".
