Maybe...King Rama 5 statue in front of the temple bell - the King of Hungary produced by The Royal Mint.

Yes, Rama V (King Chulalongkorn).
Reverse, I think, is the Temple of the Emerald Buddha situated in the Grand Palace complex in Bangkok.
I don't know the significance of the date 2538 (AD 1995).
Possibly a high end tourist medallion. Anything written on the edges?

The direct translation on the reverse from Thai to English (thanks to my wife) is "Sita Rama cow (or temple) bell" Which does not make any sense but then have you ever tried to use a Thai keyboard?
