I'd agree with Biokemist: net AG due to corrosion.
Rotated dies on 2¢ pieces are not especially rare. I would much rather wait for a no-problem specimen in say VF or better. A nice die rotation error will add some value to the coin. At a guess, if I wanted a rotated example I might pay up to a 50% premium over the price of a normal coin. I'd pay to certify a mint state example, but probably not a lower grade coin unless it was a key date.
