I'd peg this one at EF-45 to AU-50. It seems to retain a bit of luster which is consistant with at least an EF-45 grade. is that a spot of corrosion on the reverse? I wonder whether it might be enough to cause a TPG to reject the coin for grading.
Have you closely examined the mint mark area for possible alteration? I bought an "added D" forgery one time that was pretty deceptive. Fortunately the dealer replaced the fake with a coin that I had authenticated by ICG. Your coin looks real to me from the photo, but now I am always suspicious of raw '32-D quarters.
