1961-D Lincoln Die Break?

Of the many things about coins that I do not know well (or at all for that matter) is die breaks. When I first saw this coin, I thought it was a scratch. Then I looked at the reverse and it looked the same in the same location. Then I saw the rim. So not sure what else this could be but a break, so, am I right? It is also an rpm but I haven't worked on that yet.

I think someone used wire cutters on the coin. PMD

If it was wire cutters wouldn't there be damage to the raised surfaces (one, we), and the rim? Definitely PMD from a roller though. Too bad.

the One, We, and the rim do appear to have been cut.
