I am not sure if this is mint error, if you look around the queen, you can see gauges, to me it looks like someone pryed the center out and out it in at an angle.
if I am not mistaken the coin is actually minted as one unit, so the center cannot actually be like this, I might be wrong about the minting process.

It's not possible to have only the core rotated since the whole coin was minted at once, ring and core. If you find cores rotated from the ring, it's PMD, someone took the core out and put it back in. Strange how the reverse core looks to be rotated much more than the obverse. Something about the core of this coin looks very, very wrong. The band of the queen's crown is not right, the curls of her hair are wrong, there are supposed to be lines inside the oval thing the inuit is holding, and there is no squiggly thing between the inuit's right hand and leg.

If you pop[the core and rotate about 15% the ring should line up, yes the minting process of a twoonie just prevents a rotated core.

I think I'll call this one a counterfeit, look at how mushy the letters are and how "play money" like the queen appears.

Hang on to it for now, don't spend it yet. If it really is a counterfeit, I believe Mike Marshall (nickelsguy) will want to have a look at it.

The ring looks like it was painted with chrome paint before re-inserting the core..or maybe re-chromed.

My layman's opinion is it's a plated/chromed cast counterfeit. Besides all that bubbly stuff, the shape and positions of the 9s looks way off, although it could just be angle and lighting.

I tried popping it out by hand. No luck. So what should I do? Put it on ebay and sell as a novelty? Release it back into the sea of change? Keep it for I'm not sure what reason?

Or, I could test it for you on the XRF. Analyzing the composition of the surface of the ring and core would be pretty easy to do...
If it is counterfeit, I could add it to the pile I am sending to the RCMP here in Ottawa.
