I think your correct about the 2011 test coin it wasn't meant for circulation. On the other hand the 2010 is in the charlton cat 2020 page 228

The 2010 no water line is in the PL sets of 2010. Not circulation.

Can anyone confirm if a 2017 polar bear toonie was issued in circulation?

The 2017 circulation toonies were the araura borealis no glow and glow in the dark.

they sold mint roll at roughly $80.00 of he 2017 polar bear with normal circulation strike finish, but not for circulation.

Yes. Both. From change, but only within a couple of weeks from release. Then they were gone.

Castor Sous - in 2017 didn't they also have the Vimy toonie in circulation? So would that be 3 circulation varieties that year (aurora borealis no glow, aurora borealis glow, vimy)?
