It looks like it was scraped/ ground off after minting. A clearer high resolution picture would confirm.

Looks like PMD, rather than Grease Fill.

If it were scraped off, the rim would have been disturbed. This is a full fill of grease on that device. You can still see a little bit of the outline of the 'E'.

I agree completely with coop . Better photos help but doesn't look to have any PMD. The part that is throwing people off it the inside of the field of the E looks like its incuse a bit but I believe that is from a bit of excess grease that squeezed out of the device.
