There too many hits for a straight grade from me. I'd call it VF Details - Damaged.

I agree VF details - damaged. Too many hits on the obverse.

low VF details, environmental damage and a restoration. Looks fairly nice considering the condition of the surfaces - maybe a dug coin that was well restored but of course it wouldn't slab.
