To me this coin looks like it was heat treated resulting in artificial toning. I cannot tell what is on JFK's neck and it looks like there is some sort of scratch between the one and the nine. I'm going to say PF-65. I also just noticed some funky spots between the T and the Y.

nice looking coin but I agree with the others, toning is questionable.
