I think this coin has been cleaned or smoothed. It has about Fine details, but a coin worn down to Fine should look flatter on the devices. This one is still three dimensional with prominent devices but with very little detail remaining.

F-18. Its probably VF-20 with a weak strike. The outline of the breasts on obverse just misses, but the flat head is also consistent with a weak strike.
