What you are seeing on the reverse is Machine Doubling onthe letters. You can tell since the letters are reduced in size and the doubling is shelflike. The filled s in States is caused by a Die Chip from the die chipping away. Die Chips are very common on the 1960 D small dates for some reason.

While the top image looks like you can see the edge of the coin on the SE area, it is actually in a 2X2 that is not closed. It sure looks like you are seeing the edge. Tricky........
