The section of the face to the left of the eye is missing and I can't see any tooling marks. It doesn't appear to be a weak strike either, due to the depth and sharpness of the other parts of the face and letters. Has anyone seen this before?

That looks like the result of an over-polished die.

Definitely an over-polished die most likely to remove the damage from a die clash event. My theory is the San Francisco mint had planchet feed issues in the late 30's early 40's and as a result there are many Mercury dimes struck from over-polished dies. The missing area in front of the eye is referred to as a broken nose by some collectors.
