If it is raised, then it is a die issue (die crack with chip)
If it is incuse, (sunk into the coin) then it is a coin scratch.
That is how you can tell which it is. Sometimes a coin will be cut with a razor blade and leave a channel. This will make the outside edges rise. So the mark is still incuse (because it is damage) but the raised edges do not count as being raised. Like in the winter time when you see snow plowed, it bunches the snow upwards. Same with damage to a coin. The moved metal has to go somewhere, so it rises on the outside edges of the cut.
