After eyeing it once, I keep coming back to the 2017 Pd $25 Eagle. I like it, but it's WAY over bullion value, so I am having a bit of a hard time justifying actually buying one. It's definitely only the price holding me back. What do others think? I have collected some US gold, silver, and platinum, and would like to add it.

It's a nice-looking coin but there are plenty of other Palladium 1-oz options that are much closer to spot. The Canadian Maple Leaf 1-oz Pd are less than $1k on ebay.

It is a gorgeous piece -- my favorite of the US bullion coins. I believe the high prices you're seeing are due to its relatively low mintage, and the fact that palladium is about $100 lower than when the coin was publicly available (and more than $200 lower than its peak about 2 months later).

IMO dealers are unlikely to lower their prices on ebay any time soon because it would be a loss for them and there's still time for the market to recover to the prices they paid. You might get lucky and find a seller who needs to unload (even at a loss) but I wouldn't hold my breath.

If you want palladium bullion as an investment, CelticKnot is right -- there are other, better-priced options. If you want this particular piece, you can expect to pay a premium, at least for the time being. Whether it holds this premium in the long run is anyone's guess -- it's beautiful and there aren't that many. But there will be bullion and proof editions this year, so you may find a better price for a 2018. It just won't be first-year.
