Would you call this a cud that is on the back of this penny in the word state

No. This is what a cud looks like.

need better closeup pictures of the area in question.

from theses photos - I do not see a cud, just some staining

Can you point out where you see the anomaly? It's definitely not a cud, whatever it is. I see environmental damage above the T, and a die chip in the S in STATES.

Looks more like a grease accumulation on the coin from what I can see.

Not usually worth anything, unless if they're this big in size. If they look like this, than they're worth a small premium.
