It is certainly not a clash, and I cant see it being struck thru. It woyld most resemble a struck through die cap, but then the obverse should not have the obverse design at all. My guess is it is PMD.

I agree with vise job.
You can see how the letters "E" & "N" are reversed as if
another IH was pressed into it.
