I would say yes artificial toning and not a very good job of it IMO.

Doesn't look sharp enough for a proof. Sometimes proof IHCs develop beautiful tone but this looks to vivid to be natural on a business strike. If it were slabbed (say, PCGS MS-65RB) it would be pretty excellent but I wouldn't take the risk on a raw collector trap like this.

Not a proof, and I admit it looks too good to be true, but I have seen some spectacularly colored MS Indians in TPG holders.
