@CB, first welcome to CCF. Second, perhaps the easiest way to determine if your cent is steel is to see if it is strongly attracted to a magnet. If it isn't (as I suspect), then it more likely has been plated or coated in mercury.

If it was nickel plated it would show slight attraction to a magnet. I am unaware of any magnetic planchets (like the 1943 steel cents) being struck at the US Mint for any foreign countries.

Probably plated. It is doesn't stick tightly to a magnet, it was plated. If it doesn't sick to a magnet, it could have been plated, covered with mercury, painted or nail polished.
