Looks like it was encased at one time. It's not an error. It's been damaged after it left the U.S. Mint.

I agree with @e&v, but would add that you coud always weigh the coin as cent planchets and dime planchets weigh different amounts.

Similar to the 1957D that you posted, looks like it has been encased in a bezel
and again if it were a dime planchet, would it not be silver instead of copper?
