I'll say the obverse field scuffs and cheek chatter hold this to 63, perhaps 64 tops.

The shotgun pellet dents on the wing do not help, in perfectly the wrong place to detract from eye appeal.
With diamond grading,
if a flaw is not in an obvious place, the stone is more valuable,
than if the flaw was in the worst possible place, that is, in the middle of the stone.
Parallel reasoning applies here.

Fingerprint on the tail of the eagle does not help, either.

I agree with Coinfrog with his comments and grade as well, MS63, perhaps 64 tops.

Generally speaking, I think both major grading services are VERY inconsistent on grading the classic commems. Personally, I wouldn't grade this higher than 62 either based on these pics, but experience suggests otherwise.

The inmates are running the grading asylum! Dings, fingerprint and maybe some wear on the eagles wings...MS no way. I wouldn't buy this holder.

IMHO - this is an overgraded MS65 example that lacks the eye appeal to fill that PCGS holder.

Your fine photos show numerous locations of scuffs and dings - and the mottled toning distracts from eye appeal ... at least for my eye.

That said - it is indeed a wonderful surviving example of this lovely classic silver commemorative design - the art deco eagle on the reverse alone is worthy of desiring this coin.

To me, worth 63 money at one glance if these pics are accurate. Just blatantly overgraded.
