Can anyone explain that field of this coin is rough and scratchy due to harsh cleaning or something else ?

I would say enviromental damage,followed by a rough cleaning

@u7, my guess is that this coin was in a fire and someone harshly cleaned it with a wire brush. I see some remaining scale near the word EMPRESS.
