this is one crazy error, I'm already crazy so ill just say it, is that a 2009 struck over a seated liberty? I dont even know what to say here

It looks like glue there. Trying soaking it in acetone and see what is left.

I agree with @oriole--that looks like someone used crazyglue to stick another coin to this one and then separated them.
