This doesn't look like a vice job, and there doesn't appear to be any damage on the obverse. Any ideas?

Post Strike Damage ( PSD) for sure. Maybe glue or some type of stuck on residue?

@tunniaoc nailed it (first). The glue protects the underlying copper from toning so it stays bright and shiny.

Anyone else noting the odd similarity between this coin and the one posted here?
