When I first looked at it and saw the action on the "TY" of Liberty, I instantly thought this has to be MD, but after looking at it harder I grew a little less certain of that particularly after looking at some more pictures of the 1909 LMC DDO...

Looks like Machine Doubling to me. The size of the devices have been reduced. It doesn't even match any Doubled Dies on doubleddie.com. http://doubleddie.com/828781.html

It is Machine Doubling. The big difference? That the one you posted shows image reduction on the right sides of the devices. On the 1909 DDO, the devices are wider than normal:

Note the top image on LIBERTY. (FS-1101) The bottom example is for the FS-1102, that doesn't have the hub doubling on the 'RTY' area. (so these devices are normal sized) Now can you see how the devices are wider than normal on the upper image? On your coin the devices are reduced smaller than a normal cent.
